Swollen and red uvula that touches my tongue. some difficulty swallowing. infection?

Not necessarily: A common reason for swollen uvula is snoring and sleep apnea. The uvula gets beaten up while asleep and can swell to dramatic size. Then it dangles in the upper throat and feels strange. If you are carrying extra weight in your midsection the chances are greater, but thin people get this too. Alcohol worsens this. It should resolve over a day, but re-occur daily. Have a practitioner look at it.

Sounds like: An inflammation that would probably benefit by being looked at by your physician or ent. Hope this helps.
