Yes: Good hygiene is always important. In addition, failing to wash (and keep clean) an uncircumcised penis can increase the risk of penile cancer. This includes smegma.

It depends...: If you are talking about an adult man, then yes. However, if you are talking about an uncircumcised infant or toddler, then no - in fact, as a parent you should not retract the boy's foreskin at all until the child does it himself. Doing so can be traumatic and can result in a serious condition wherein the foreskin gets stuck in the retracted position, which usually ends in the er.
