Yes, should be fine: The tattoo needle does not go deep enough to reach the veins, even if they seem very near the surface.

Yes,: You can get a tattoo with visible veins but the veins should not be penetrated by the needle. The best advice would be to avoid an area that has the possibility of a vein being injured.
