Could i start the contraceptive pill, rigevidon, without being on my period as they are very irregular?

Yes: You can start the pills at any time of your cycle, just make sure you are not pregnant. Bleeding during the first month on pills may still be irregular, but that should improve over time. And you will not have the contraceptive benefit for at least two weeks, best to use a second type of birth control in the beginning.
