No: A person can have a false negative test if they are immuno compromised, have poor nutrition etc. 10 to 15% of people with newly diagnosed lung TB come up with a neg PPD initially. A test that is borderline may be positive later. Once you have a + ppd, you normally don't need to have it repeated.
