Sometimes zero: Some cavities are so tiny that no anesthetic is necessary. For many instances, nitrous oxide (sweet air) is administered, and no anesthetic is necessary. Air abrasion technology uses compressed air and fine particulate sand to eradicate the carious lesion, usually painlessly. Speak to the dentist treating the child.

Depends: It is possible that there will be no shots for a small filling for your child. It is also possible that they may need one or two. I depends upon the size of the cavity and what method is being used to removed the decay.
