No: By definition, excessive is abnormal but your excessive and my excessive may be two different things. Best thing to do is see your pediatrician for an expert opinion. Breast reductions can be done in teenagers but there are specific concerns; typically most patients can't breast feed after reductions so this needs to be made very clear.
