Is it normal to develop a cyst after miscarriage?

Yes: Ovarian cysts are normal and will come and go with your cycles. They usually represent eggs at various stages of development. After a miscarriage your cycles will resume fairly quickly. New eggs will start to progress toward ovulation and these will be seen as cysts.
