Low: Rubbing's not a risk, but you can catch herpes that way. Oral sex is unlikely to transmit HIV -- it's so low that nobody seems to be able to give a percentage, even assuming there's a large number of infectious particles in the secretions -- but it's possible and it can give you herpes, syphilis and/or gonorrhea. Why not be safe?
