Maybe: Depends on how formed you want the prostate. There are remnants of male reproductive organs in some women who are genetically men but they are insensitive to testosterone. Otherwise only in a transvestite or transgender person.

No: Not that I am aware of; however, females have skene's glands--glands located near the urethra that are the female homologues of the male prostate gland.
