Parkinson Disease: This has been one of the most intensively studied diseases and enormous funds have been spent to date. My impression is that it will still take years before a "cure" is found.

Impossible to tell: We have the example of hiv/aids where throwing a lot of money (and you are pledging even more by saying unlimited) at the problem achieved some remarkable results over the span of 20-30 years but is far from a cure. Science is not a linear process and it is impossible to predict if a breakthrough may be possible however i would venture to guess that improvements at a faster pace would certain.
