Need MRI : There are a number of possibilities. You need an MRI now as the ct did not id the prob.

Nystagmus: The rapid eye movements are called nystagmus and are definitely not normal. As dr. Conrad said, just because you have a normal ct doesn't mean there is not a problem. An MRI will provide a more detailed image of the brain and may be able to identify a reason for your nystagmus.
