Yes: While the chances of getting pregnant are lower if your partner does not ejaculate in your vagina, sperm can be present in the fluids secreted by a man's body during intercourse which can lead to pregnancy.

No semen, no baby: If your partner is not ejaculating into your vagina, then you can not get pregnant. If he ejaculates outside, than you have sex again shortly after, there is the chance that some semen still present in his penile urethra would be in a "pre-ejaculate" which would put you at risk of getting pregnant, even if he does not ejaculate inside you. Best to use condoms for safe sex, or ocp as bc.
