Can: Yes all kinds of weird tenderness or new sensations are compatible with a pregnancy in early stage. Pregnancy test would be suggested, if you're in doubt.

Tender itchy breast: Tenderness can be a sign of hormonal changes, in men and women. But it could be pregnancy in females however it could be related to usual menstrual changes and even sign of early infection in the skin. I would look at the other factors such as when was your last period and if there has been a delay then you should follow up with your doctor for a pregnancy test and a breast examination.
