Yes: After any kind of surgery, scar tissue can build up due to the disruption of the tissues. Physical therapy is important to keep as much motion and strength in the joint as possible without pain. Without it, the joint can lock or cause pain frequently.

Scar tissue: Yes, scar tissue can build up after rotator cuff surgery. Protected passive motion needs to be done after this surgey or a frozen shoulder can develop. A therapist can provide directed exercises.
