Yes: Ic is an inflammation of the bladder wall that is not usually caused by bacteria while a UTI isp caused by bacteria. These can occur simultaneously and this is not an uncommon presentation but may be difficult to discern so see a doctor who specializes in treating ic.

No: Interstitial cystitis (ic) is a functional disorder of the bladder, which is too spastic. Infection is not usually found in sufferers of ic. This is a reason that women with ic should require a urine test before accepting an antibiotic prescription. Ic is probably a nerve system (autonomic) mediated condition. My clinical research suggests that pelvic girdle joint subluxations exite these nerves.
