Likely uncircumcised: Smegma, a collection of dead cells (like penile dandruff) + oily secretion + moisture can be smelly to various degrees & also depends upon sensitivity of smell. Washing twice a day is best advice, or consider circumcision, circumcised penises tend not to smell.
