Could be tried: Clobetasol is a very potent corticosteroid & available in many forms. Cream is probably the best form to use, rather than ointment. Watch out for burning sensation, cracking of skin or anything unpleasant, in which case stop using it. In any case use sparingly only on tight phimotic area of foreskin when retracting. Tufts medical center urology is nearby, in case of problem. Good luck.
