I am 25 y/o have disc desiccation and bulging with encroachment upon right exiting nerve roots in my c3-c4 and c5-c6. its been over 7 years and the bulges/pain are still intact in spite of physical therapy and meds. is the bulging permanent?

Not uncommon is the tendency for protruded or herniated discs to desiccate and shrink over 9-10 months. If nothing has changed for 7 years, would doubt that the bulging will decrease, but your pain may be due to the spondylosis and not the discs per se. Do contact a spine surgeon for further advice.
