Sleep: Dark circles can form due to lack of sleep or illness. Some liver conditions can also cause dark circles. Some are very benign (gilberts). Some may be more serious. Please talk to your primary medical doctor about this.

Allergies?: Dark circles in a young adult often come from allergies. The chronic inflammation irritates the skin causing wrinkles and dark circles. If your eyes itch i would consider trying an over the counter allergy drop like patanol (olopatadine). To take it one step further, see a cosmetic physician. They can prescribe prescription creams like Retin-A and hydroquinone that are likely to help.
