The INR is a test of clotting factor activity. Clotting factors are short lived (hours) proteins made in the liver. Damage to the tissues involved in their production can interfere with production to some degree before actual cirrhosis is considered a proper diagnosis

There can be many reasons for the INR to be elevated which are not related to the liver. However, it is true that if the INR is elevated due to the liver, it is a sign of poor prognosis. Good luck.
