My blood sugar stays stable all night long (low 100s) even when i miss a dose of long acting insulin. can i take just fast acting insulin for meals without having to take long acting insulin?

Please discuss it with the doctor who is prescribing you insulin. It is not a good idea to change the dose of your medication without consultation with the doctor. She/he may wish to monitor your A1C to ascertain control of blood glucose.
