I have this painful bump in between vagina and anus. just the outside. same color as the skin. is it pimple? can i use bactroban? if yes, my bactroban has an expiry date of 11/20/2022. can i still use it?

This could be an infected cyst, ingrown hair, pustule or incipient boil. Apply warm water compresses, pat dry and apply that bactroban ointment which is still ok. See your physician if not improving.
