A person can develop low blood sugar without being diabetic. The plasma glucose level below 40 mg/dL is considered low and would require administration of sugar, preferably glucose. Fruit juice, and sugar are usually adequate. Find the cause and treat that. Diabetes usually causes high blood sugar not low unless you are taking to much diabetes meds.
