If she has had normal breast development starting by 13 and no menses yet, it is reasonable to have her evaluated by her doc for menstrual delay. Sometimes hormonal pills can trigger the process. However, there are rare women who are born without the internal parts and this is something that may show up as absent menses at that age.

Agree with Dr. Ferguson. It would be prudent for her pediatrician to evaluate her and if needed be seen by a gynecologist. Taking pills to start periods may mask and underlying issue. Wish you good health!
