A negative 4th gen test at 9 weeks rules out HIV, HIV is only one of the STDs. A condom may not protect against HPV, Herpes, LGV, syphilis, pubic lice etc. It would be prudent to see your doctor for an evaluation. Your test results prove that HIV is not the cause of your sore throat. Most sore throats are due to viruses or allergy, and azithromycin or other antibiotics have no effect -- but that doesn't mean HIV is the cause. The 4th gen HIV tests always are positive before 9 weeks, so your tests are conclusive, no need to test again for HIV at 12 wk or any other time. Stomach ulcers make no difference.
