Not vitamin deficiency per se, but with severe vitamin D deficiency could lead low blood levels of calcium and hypocalcemia is known to cause the symptoms you described. It is safe to take vitamin D3, 5000 units/day for three months followed by 2000 units/day. You should also take an over the counter calcium supplement and increase your intake of dairy. If that does not resolve it see a doctor.
