Yes. It never takes more than 6 weeks for the HIV antigen-antibody (AgAb, "4th generation") tests to turn positive.

Your test results rule out HIV infection. However, HIV is only one of the STDs. A condom may not protect against HPV, Herpes, LGV, syphilis, pubic lice etc. It would be prudent to see your doctor for an evaluation.
