Not abnormal: Most men can not ejaculate a second time immediately after ejaculating a first time, either by intercourse or masturbation. You need some time, 1/2 - 1 hour or longer before your ejaculatory, prostatic and cowper's gland duct refill with seminal fluid. Also has nothing to do with penile size. One advantage of a small penis is that it needs less blood to become erect than a large one.
