Hand-genital contact never transmits STIs, including herpes. Several other issues also argue against herpes: the timing is much too late; the pubic area is the wrong location, both because it's an uncommon location in general and probably there was little if any hand contact there; and herpes doesn't result in "painless bumps". Get the bumps checked out, but no worries about herpes.
