Depends. If the person has been on the depo for a month or more, and is renewing the depo as normally scheduled, risk of pregnancy is minimal. If there is any risk of passing a STD the condom does provide some but not complete protection. All forms of BC have some risk of failure & all sexual encounters can pass germs. Double coverage has value in some settings.
