If you feel the sensation of burning but when you touch the skin and it doesn't feel hot, then a peripheral neuropathy may be the cause. Neuropathy can be caused by diabetes, alcohol abuse toxic substances, vitamin B12 deficiency.,certain infections, or chronic trauma to the feet. Your physician or a neurologist can evaluate & advise you. Appropriate testing will be done.
