Regardless of proper use of condom, that is even if it does not slip or break, it is not 100% protection. However regards to HIV if combined with the person being on treatment with low viral load the chances of transmission is even decreased further.

Condoms are more effective against STIs transmitted by genital fluids (e.g. gonorrhea, chlamydia, HIV) than those transmitted by skin to skin contact (e.g. HPV, HSV, syphilis) because of skin contact above the condom. On a per-exposure basis, condoms probably are ~70% protective against HPV. Therefore, over many exposures, almost all sexually active persons acquire HPV even with 100T condom use.
