Unlikely: Probably not, but have a doc look at it. It sounds more like a wart or perhaps a hemangioma. A primary care doctor or dermatologist will know.

Check it out.: This could be a tiny human papilloma virus (hpv) wart. Definitely see your doctor and have it looked at. If it is hpv it can be successfully treated. But this is. Important - get it looked at soon.

Meatus of penis is bigger, maybe from rough masturbation. Used to be small slit, but is now open like lips. Urine flows inconsistent too, sprays sometimes and leaks after. Will urethra heal/go back to original size? Could it be scar tissue/blockage?
