Local is usually saf: Safer, general is usually safe, in the us we often do that procedure in office and can numb the cervix and keep you awake , give u a little valium and vicodin- that is even safer.

D&C anesthesia: Nothing is 100% safe, however, if you are otherwise healthy, general anesthesia administered by an anesthesiologist for this procedure is quite safe. Most gynecologists are not comfortable doing a paracervical block (local), and it is not 100% safe either. A spinal is another alternative. The problem with spinal is that it will last much longer then the procedure and delay discharge >1hour.

Minimal Risks: This procedure can be done with local anesthetic injected around the cervix, and with the use of sedative agents, or can use general anesthetics. The risks are essentially the same.
