No. An egg can be fertilized. The goal of BCP is to stop you from ovulating at all. When this fails you can become pregnant.

Norethindrone is a synthetic progestin, and usually interferes with implantation even if ovulation sometimes occurs. Ovulation on progestins like norethindrome is not regular, but the contraceptive protection is in the high 90's for effective birth control.
