Are you sure they are fleas and not head lice? Lice are not killed or removed by standard shampoos; you need a medicated shampoo. Best to see a doctor to confirm the diagnosis and then follow his or her treatment advice. Or look for an over-the-counter anti-lice shampoo, like one with active ingredient permethrin (e.g. RID®, NIX® and others), but for sure see a doctor if that doesn't work.
