I've been known that there are 2 strains of hiv but hiv rna test only detect hiv-1, and 4th gen only detect hiv-1 ag as p24 ag is not presented on hiv-2. is it true?

This rarely matters, because HIV2 is extremely rare in most geographic areas. I'm not aware of the situation in Vietnam, but you could check with your national or provincial public health agency. And the antibody tests detect HIV2 anyway; RNA testing is needed only in rare circumstances. (It should not be used to check HIV status in routine screening or after particular exposures.)
