Does having hpv viruses in a dormant state mean that hpv viruses remain hidden in the body without any multiplication or action?(without infecting cells) also, does dormant hpv reactivate mean that the hidden hpv has started multiplying again?

Dormancy means the virus is hiding inside cells of tissues where the blood flow that contains antibodies & killer cells cannot reach it. Reactivation means it has emerged from its hiding place in cells and is multiplying faster than the body can kill it or push it back into hibernation. If it is truly re-activated it may become contagious.
