I suggest taking a nonsedating antihistamine like claritin an hour before bathing. If there is no accompanying rash an allergic reaction to hairproducts doesn't seem likely. I would attribute your symptom to moisture and heat preventing skin oils above the eyebrows to escape.

Hello, This may just be heat related and try a cool washcloth on the sensitive area. If you have a history of allergy, the new symptoms could be linked to a "primed allergy induced immune system". If you have bothersome allergies, this may be a way your body is telling you to see an Allergist. I hope this helps.
