What can cause my breasts to hurt all the time. i am not on any meds or birth control and not pregnant. both breasts hurt, feel heavy all the time not just before period. i am also having periods every 12-15days, very heavy. what can i do please?

Your description suggests hormone imbalance. Take oral iron and multivitamins to prevent anemia from blood loss. Wish you good health!
