Is it possible to contract hiv in the event that part of the hosts sperm gets on someones shaft? the sperm was immediately wiped off using a towel, there were no open wounds or visible cuts present on shaft. would this justify getting on prep?

HIV contact with skin is zero risk for infection. The skin of the penis is no more susceptible than the skin anywhere on the body. Post exposure prophylaxis (PEP, not PrEP) is not necessary.
