50 yo smoked 10 yr 1/2 pk/day, vape for 3 yr. 13 months ago dx w pneumonia antibiotics & steroids. 14 days later er unable to breathe felt like i was drowning/dying. now use inhaler, cough up clear, sticky sputum like a rice crispy. recommendation?

It seems you have chronic lung disease -- maybe COPD (emphysema and/or chronic bronchitis) from smoking, maybe asthma, maybe both. After someone stops smoking, it takes at least 5 years for maximum improvement in bronchial or lung function. This problem needs close ongoing medical attention, perhaps from a pulmonary specialist. A chest image may provide additional information. Chronic lung disease management may include chest physiotherapy and nebulized saline. Watch for signs of fever, shortness of breath and blood in the sputum.
