Babies start crawling at about 9 months, give or take. Let him learn to crawl first, and he will attempt to stand when he is ready. Let the muscles and bones mature and strengthen.

You can certainly hold your baby upright and allow his feet to touch a flat surface. You may then see a "stepping reflex". At 3 months old it would be unusual to bounce or bear weight, but should he do these movements, he will not harm his legs.
