When i was about 8 or 9 years old i found a tick on the side of my penis. it was already buried into the skin. ever since i had always noticed a blood vessel that stuck out far from normal on the same side of the tick bite. are they capable of this?

Without an exam to confirm your description, I must hedge, however the vein bulge is extremely unlikely to have anything to do with the tick. You were prepubescent at the time of the tick bite. (In addition to enlarging) the vascular anatomy enlarges so it may support the needs of the organ it serves. It is not uncommon to have easily visible / palpable veins along the side of the penis.
