Is it possible to have a normal or early puberty start but have a delayed or late bone age? my cousin started puberty at 9, he is now 15, is it possible for his bone age to be delayed? like his bone age is at 13 or 14 right now even though he is 15?

Bone age when done properly reflects the potential for more growth of the skeleton (growing taller). It can vary from other signs of pubertal change. What you are calling the start of male puberty is not clear from your post, it involves the enlargement of the testis which is not obvious unless examined.
