Can using an ice pad cause blood clots?

There have been instances of constant cold applications causing damage to skin and other tissues. If a vein is injured from such excessive & continuous, instead of intermittent ,cold application it is possible that clotting within the vein & phlebitis could occur but I've never seen such a case.
