"Red spots" that come and go, without itching or irritation, usually are minor blood vessel anomalies called hemangiomas. or small arteriovenous malformations (AVMs). They can become prominent with increased blood flow, which happens during sexual arousal, or maybe friction. Entirely harmless. Not sure if roaccutane can make them more prominent; you could ask the doctor who prescribed it.

Red spots on penis can appear due to irritation, inflammation, eczema , fungal infection, psoriasis, scabies, molluscum contagiosum and sexuall transmitted diseases. If accutane is stopped and rash disappears, that is good as accutane delays healing . If red spots continue, please see a doctor for testing sexually transmitted diseases among other causes. Hope it helps
