When it happens: You want to cool down the tissue to prevent further destruction by the heat causing the burn. After the tissue returns to normal body temperature you gain nothing by further cooling unless done for your comfort. If you chill it too much you can injure tissue (frostbite) and it will reduce the blood flow needed for natural healing to proceed.
