Evaluation: If this is a long-term issue, it definitely warrants an investigation. The phlegm contains faint traces of blood which may come from upper respiratory tract rather than the lung. Your discomfort on a deep breath isn't from the heart but could be from lung, pleura or rib cage. If you're a smoker risk for significant pathology is higher. For thorough evaluation & testing, consult a pulmonologist.
